Collaborative study
involving location of lost traps, aging of traps in water and potential "Ghost Fishing". Phase 1
report showing location of fishing effort and lost traps.
Cost of ACLs to St. Thomas/St. John, St. Croix and Puerto Rico.
NMFS
has set the ACLs = Average Landings -25%. The result is that overfishing is being ignored and
good fishing practices are being punished.
